1. Strictly implement the access system of large equipment of the company. The tower (gantry) crane on the construction site must select products with production license and product qualification certificate.
2. Operators, drivers and commanders engaged in tower hoisting and dismantling must hold valid operation certificates. It is prohibited for unqualified units and personnel without certificate to engage in assembly and disassembly operations and equipment operation.
3. Before tower hoisting and dismantling, a scientific, detailed and feasible installation and dismantling construction scheme shall be formulated according to the characteristics of the tower crane and the site operation conditions, which shall be reviewed by the quality and Technology Department of the company and approved by the chief engineer.
4. Tower lifting and dismantling operators must abide by relevant safety regulations when entering the construction site, and wear safety belt when working at height. Safety technical disclosure must be made to relevant personnel before assembly and disassembly. Strictly implement the approved installation and disassembly scheme construction.
5. When the wind force is level 4 or above, lifting operation is not allowed. In case of severe weather such as gale and fog of level 6 or above, the installation and disassembly work shall be stopped.
6. Warning area shall be set up for tower hoisting and dismantling operation. Special personnel shall be assigned for supervision, unified command and cooperative operation. Illegal command, operation and reckless risk are prohibited.
7. After installation, the tower crane must be inspected and accepted one by one by the relevant personnel of the installation, dismantling unit and the user unit in strict accordance with the contents of the acceptance form. After passing the inspection, the tower crane shall be reported to the competent construction department for inspection, and can be put into use only after obtaining the permit.
8. The foundation of tower crane shall meet the requirements of foundation bearing capacity and anti overturning moment in the instructions of tower crane, and reliable drainage measures shall be taken. After each wall attachment, jacking and joint addition, it must also be strictly accepted to ensure the reliability of wall attachment connection and the requirements of verticality of tower body.

9. The tower crane must be equipped with a special electric box, reasonably equipped with isolation switch and leakage switch, and equipped with a reliable lightning protection device. The lightning protection grounding resistance value shall not be greater than 4 Ω, and the action current of leakage switch shall be less than 0.1s.
10. Implement the equipment management, maintenance and scrap system. For the Tower Crane put into construction, the pre shift inspection of the tower crane and the special safety inspection of safe operation, regular and irregular shall be strictly carried out.
11. Implement the post responsibility system of "fixed person, fixed machine and fixed post" centered on the captain responsibility system. Strengthen the inspection of tower crane moment limiter, height limiter, travel limiter, amplitude limiter, hook safety device, drum safety device, steel wire rope and other important parts, to ensure that the tower crane performance is good, without fault and potential safety hazards.
12. The driver and commander shall strictly implement the safety operation regulations of crane and the principle of "ten no lifting", strictly prohibit illegal command and operation, and carefully handle the procedures during shift handover.
13. Hang load limit sign, safety warning sign, operation regulation sign and acceptance certificate at conspicuous place of tower crane. Fire fighting equipment shall be provided as required.
14. When there are two or more tower cranes working on the construction site or adjacent construction site, and the radius of tower crane operation overlaps, reliable anti-collision safety technical measures must be taken. When the operating range of tower crane or the distance between the lifted object and the high-voltage line cannot meet the safety requirements, corresponding safety technical measures must be taken, and targeted safety disclosure shall be made to the tower crane driver.
15. After operation, the operator shall set the controller to zero position, cut off the power supply, close and lock the doors and windows of the control room. Gantry crane shall be parked on the stop line and locked with rail clamp. The gantry crane with cable shall be equipped with cable drum and distribution box
16. After the crane has been used for one year, annual inspection must be carried out according to the regulations.
(II) emergency rescue measures
1. When the accident happens, the relevant personnel on site shall immediately report to the person in charge of the site and the leader of the emergency rescue team. The leader of the rescue team shall direct the rescue of the wounded immediately and take effective measures to prevent the accident from expanding and protect the site.
2. Report to the safety management department of the enterprise and the person in charge of safety production of the enterprise immediately according to relevant regulations, and decide whether to request the superior for rescue or not.
3. In case of any accident of hoisting machinery and equipment that causes people to be pressured, quickly use the applicable hoisting equipment on site to rescue the pressured people from the site. On the premise of judging the situation, first rescue the critical wounded, and then care for the general wounded. Deal with serious life-threatening injuries first, then general injuries.
